ENTRY QUALIFICATIONS
All amateur golfers with an established USGA Handicap Index are eligible to compete. Entrants and guests must also be a minimum of 21 years of age.

HANDICAP REQUIREMENTS
The tournament will be conducted using the USGA Handicap System. Based on their USGA Handicap Index, each entrant will play their tournament rounds with a daily handicap determined by the USGA Slope Rating of that entrant's assigned golf courses. While players may have indexes which would convert to handicaps greater than 36 for men and 40 for women, the maximum handicap men will play with is 36 and women 40, regardless of index.

For verification and final flight placement, all players will be required to submit a copy of their current handicap card and may be required to submit a full handicap history to tournament headquarters if the committee can not verify their handicap through the internet. The card must clearly indicate an entrant's handicap index. All entrants must have an established USGA Handicap Index prior to May 24, 2009. Players should contact their local PGA professional for assistance in establishing a USGA Handicap Index. If a player maintains two handicaps, the lower USGA Handicap must be used.

*All participants are required to notify tournament officials prior to on-site registration if there has been a change in their handicap. A valid USGA handicap reflects all golf scores regardless of the course or conditions, and must be formulated according to the guidelines established by the USGA. Any unusual posting procedures, such as ceasing to post scores for a period leading up to the event, may be grounds for disqualification. Any participant found using a fraudulent handicap will be expelled from the tournament and all fees will be forfeited. The tournament committee reserves the right to adjust handicaps at any time during the event.

DIVISIONS/FLIGHTS
The tournament field will consist of six divisions: Men (49 & under), Senior Men (50-59) Super Senior Men (60 & over) and Women (all ages). Divisions are based on entrant's age as of May 25, 2009. Any golfer who qualifies for either the Senior or Super Senior division may choose to play in the regular division. The number of flights is contingent upon the number of entrants and handicap range.

DISTANCE MEASURING DEVICES
The Mesquite Amateur has adopted a Local Rule for the 2009 Tournament allowing the players to use devices that measure distance only. The use of devices that gauge or measure other conditions that might affect a player's play are not permitted, unless the additional features that gauge or measure these conditions can be deactivated during competition. These conditions consist of but are not limited to: gradient, wind-speed and temperature. A player in breach of this rule will be subject to disqualification under Rule 14-3.

REQUIREMENTS
All players are required to ride in a cart. Tournament entry fee includes cost of cart for three rounds. Spectators are allowed, but are prohibited from riding in the carts or interfering with play in any way. The use of caddies is prohibited.

RULES OF PLAY
The USGA Rules of Golf will govern play. Local rules for each golf course will be distributed at each course. All disputes regarding any aspect of tournament play will be reviewed by the Tournament Committee. All rules decisions are final.

REFUNDS
Full refunds will be provided for cancellations received at the tournament office by May 1, 2009. Cancellations received after that date, but before May 9th 2009 will be refunded their entry fee minus $100.

No refunds, regardless of circumstance, will be provided after May 25, 2009. All cancellations and refund requests must be submitted in writing. Please allow four weeks for the processing of refund requests. Participants may want to consider purchasing trip insurance if any doubt as to attendance exists.
